ci: the forge and vault boot files import FoundationNetworking on Linux ... f744205fc3

URLRequest and URLSession live in FoundationNetworking on Linux. Three files used them with Foundation alone, so the forge build failed on every run since the box space commit while the Mac build passed. They take the guarded import the package's other network files already carry.

ci: the network tests import FoundationNetworking on Linux as well ... 5a2ad1068b

The test files stub URLProtocol and build a URLRequest, and those types live in FoundationNetworking on Linux the same as in the sources. They take the same guarded import.

ci: the vault boot stub fails the load instead of making a bare response ... dab44d4aff

HTTPURLResponse has no initializer without arguments on Linux, so the stub's fallback did not compile there. A response that cannot be made now fails the load with a bad server response.

onboarding: the host backend's OpenTofu step takes its install command from the platform ... bd67a73b1d

The step told every machine to run brew install opentofu. A test exists to catch that, and it fails only on Linux, where CI had been red for weeks on an earlier cause, so nothing showed it. The step now asks InstallHint as the other setup steps do, and the commands helper has an opentofu case in the shape of its neighbours.
