Run 43 disabled the dependency cache and still failed on SwiftPM's own single clone, while a plain git clone of the same repository, under the same credential, succeeds. SwiftPM clones with libgit2, and libgit2 has no notion of core.sshCommand, a git-CLI extension: it discovers a default identity file instead.
